Incorporated as a 501C3 not-for-profit organization, National Industries for the Blind (NIB) enhances the opportunities for economic and personal independence of persons who are blind, primarily through creating, sustaining and improving employment. NIB operates under the Javits-Wagner-O'Day (JWOD) Act, a mandatory federal purchasing program, enabling people who are blind to work and provide products and services to federal and commercial customers.

By harnessing the demand and purchasing power of the federal government, NIB and its associated agencies supply federal markets with a selection of more than 3,000 quality products and services under the trade name SKILCRAFT®— manufactured and provided by people who are blind at more than 80 associated agencies, across the nation.

Currently, NIB is in search of a Rehabilitation Engineer who will act as a catalyst to improve NIB associated Non Profit Agencies’ (NPA’s) general understanding of the impact of disability on work tasks, and methods for mitigating such impact; suggest techniques to increase the productivity of direct labor workers who are blind through work station modification, jig/fixture design, job restructuring, provision of support services and/or adaptations to allow agencies to retain and hire additional people who are blind with limited productivity; and share best practices among NPAs.

Supervision Required:
Very little supervision required in day to day activities. The position will directly report to the Director, Compliance and Regulatory Affairs. This position does not have supervisory responsibility.

Education Required:
Candidate must have a Bachelor of Science in Rehabilitation Engineering or Industrial Engineering; a degree in a similar or related field; or an equivalent work experience. Certification in Time Study, MTM or MODAPTS is desired.

Training and Special Knowledge required:
Candidate must have experience performing job modifications that allow disabled persons to perform tasks to increase productivity in either a manufacturing or a service setting. Experience working with people who are blind or multi-disabled blind is desired.

Experience:
Candidate should have 3-5 years in the area of rehabilitation with 2-3 years of practical experience in performing modifications that increase productivity in either a manufacturing or a service setting.

Travel Required:

Minimum 40%

Specific Duties and Responsibilities:

1. Develop methods and modifications to increase productivity of employees who are blind.
2. Analyze the workstation and the job to be performed using MTM or other industrial engineering techniques to develop the most proficient method of performing the job and reducing excessive wasted motions.
3. Document the results by measuring a worker’s productivity before and after implementing the suggested modifications.
4. Provide the NPA with a written report of the modification for their use and track the progress of the changes and document along with the agency the progress made of the recommendation.
5. Share selected job modifications and other best practices with other NPAs working on similar projects.
6. Create a monthly report describing the projects suggested.
7. Track trends in rehabilitation engineering
8. Review sighted operations to potentially convert to operations which people who are blind can perform by modifying workstation and creating procedures for the NPA’s to follow.


This job description does not imply that these are the only duties to be performed. The incumbent in this position will perform such other tasks as may be required for the effective operation of the Division/Department upon request by his/her supervisor.
