Brief Description

Education Services for Blind and Visually Impaired Children (ESBVIC) is a program of Catholic Charities Maine provided through funding from Maine's Division for the Blind and Visually Impaired. ESBVIC serves children with vision loss and covers the ages from birth to completion of high school. Sixteen teachers of blind and visually impaired children (TVI) cover the entire state and serve children in public or private schools as well as in home and/or pre-school settings.

Services are based on information gatherd through a combination of medical beckground and results of a Functional Vision Assessment (FVA). Students who are served by a TVI should have one of the following documents to verify the type and amount of service from a TVI--IFSP, IEP or 504 plan.

Staff description: We employ 16 full time certified teachers for visually impaired children (TVI) along with a regional supervisor/TVI, Program Director, Administrative Assistant, and Instructional Materials Coordinator.

Services Offered

Services for Children

  • Assessment
    • Assessments from a TVI (no O&M) as determined needed by joint agreement of TVI and preschool or school team.
  • Braille and Reading Instruction
    • TVIs teach braille reading and writing as determined in students IEP.
  • Daily Living Skills/Independent Living Skills Training
    • As part of the students IFSP or IEP, the TVI works in conjunction with parents, school staff and possible rehabilitation teachers from Maine's Division for the Blind and Visually Impaired.
  • Early Intervention/Infant Services
    • Assessment and services provided in conjunction with Child Development Services (CDS) as identified in IFSP.
  • Education Services
    • ESBVIC TVIs provide assessment, direct teaching and/or consultation to children with vision loss. TVIs assess potential students and if the student qualifies for ESBVIC services, the teacher provides services as determined by the student's IEP/IFSP/504 team. The TVI may provide any combination of assessment, direct teaching services and consultation with school staff and/or families.

      Functions as the statewide provider of education services, including assessment, direct teaching, and consultation, to all children in Maine who are blind or visually impaired.
