The Rehabilitation Research and Training Center (RRTC) on Blindness and Low Vision at Mississippi State University (MSU) has been actively involved in evaluating state and local independent living (IL) programs for older individuals who are blind since the program was initially funded in the late 1980s. These evaluations have used a variety of strategies, including program and case file reviews, consumer satisfaction surveys, pre/postassessment data analyses, and comparisons with national databases compiled for the Rehabilitation Services Administration (RSA). The need for ongoing IL program evaluations has been well documented (Alliance for Aging Research, 1999; Crews & Whittington, 2000; Kleinschmidt, 1999; McBroom & Moore, 2000; Moore, Giesen, & Weber, 1999; Moore, Giesen, Weber, & Crews, 2001; Moore & Stephens, 1994; Orr, 1998; Orr & Rogers, 2001; Rogers & Orr, 1999; and Wahl & Schulze, 2001).
