Despite the dot-com boom and bust, the Randolph-Sheppard Business Enterprise Program (BEP) can learn the way companies use information and technology to formulate strategies that can yield sustainable competitive advantage. Limited resources and knowledge about information technology often constrain the administrators of many BEP agencies in each state from adopting current or emerging information technologies. Recent downturns in the number of BEP facilities and new public policy initiatives suggest the need for a more structured approach to documenting and analyzing the BEP's performance, such as the management of facilities and financial reporting by managers, as an integrated whole. This article presents some technology- and nontechnology-related information management tools that may improve the BEP's performance. Included is an overview of a management information system called BEAMS that automates the documentation and analysis of the BEP's performance measures.
