Community-based Services for Deaf-Blind Consumers: A Successful Rehabilitation and Vocational ModelAbstract: Each year, Helen Keller National Center for Deaf-Blind Youths and Adults (HKNC) provides comprehensive evaluation and training to approximately 100 adults and an additional 2,000 through 10 regional offices and a network of 45 affiliate agencies. In the mid-1990s, the New York State Commission for the Blind and Visually Handicapped (CBVH) identified a need to provide better services to clients who are deaf-blind and would benefit from rehabilitation services in their communities. A collaborative program, known as the Community Service Program (CSP), was established in 1998 covering the downstate New York population of almost 11 million people (U.S. Bureau of the Census, 2000).
