Mesure to get a new long white cane

When you mesure where you want the cane to come up to.
would the mesurements be added with the cane tip on or off.

hi; i've always measured with the tip on.
I have been taught to hold the cane vertically straight in front of you, with the top of the cane at the solar plexus. maybe an inch or 2 longer if you walk fast.
