WWW for the blind

Hi, I'm looking for some help, I have a good friend who is blind and has told me that his one regret is not being able to use the internet. I would like to give him that but I need help and advise about what technology and how I can access or purchase it, what is the easiest to use keep in mind he's never used a computer before. The cost isn't really an issue I just want the easiest and best spoken program that he can learn the internet on can anyone help?

I know exactly what your friend could use. There's a screen reader that makes using the internet posible
