Finding early leaders for AFB was not easy. Charles B. Hayes, first AFB Bureau of Information and Publicity head, faced the misgivings of state organizations regarding the new national body. Robert B. Irwin, first director of the Bureau of Research, brought his own childhood experiences to bear on such issues as separation or inclusion of blind and visually impaired children in schools, the allocation of government aid, and intelligence testing.
