Abstract: At the 1921 convention of the American Association of Workers for the Blind in Vinton, Iowa, association president Henry R. Latimer proposed the establishment of a national organization—the American Foundation for the Blind—to coordinate and further the efforts of the various groups in the field. The chief points of the AFB proposal are outlined in this account of its passage.
