Abstract: The 1943 Vocational Rehabilitation Act produced new opportunities, bringing the federal government and organizations for people who were blind or visually impaired into expanded partnership. Grants became available for states, and provision was made for staffing and facilities. However, subsequent legislation, especially during the socially troubled 1960s, broadened recipient classifications, diluting the aid available for blind and visually impaired persons; and barriers remained in many professions.
