writing a story- needs answers

alright, i know there are quite a few of these on the forums, the whole 'i'm writing a story and i need help', so i hope you don't mind another one

my character is a 17 year old male who was in a car crash when he was 13, making him partially blind.

I've done a lot of research already, and i heard that (some) partailly sighted see only blurs, but their sight gets a little better in more light, is this true? Also, would a partially sighted person as my character (who sees only severe blurs and little color), be able to see even less while wearing dark glasses? How sensitive IS sensitivitly to light (does it hurt/make things more blury, ect)?
Would a partially blind student be allowed to ride a normal school bus? What exactly is a 'glare', and does it hurt a partially blind person's eyes? How much eye contact can a partially sighted person as my character be able to make with a person standing in front of them? I heard that some partially sighted are able to see what they're writing if it's on brightly colored paper, is this true? where can you buy books in braille? Would someone who can't see what they look like (their eyecolor, haircolor, ect) forget what they look like after several years?

I can't answer all your questions-- I'm actually a sightie too (idk if terminology would be helpful-- but I know as a writer it would be something I would want to be aware of-- but anyway the point I was trying to make there was that blinds call themselves blindos and us sighted people sighties) so anyway back on topic my boyfriend is blind, and I can answer a couple of your questions...
partailly sighted see only blurs, but their sight gets a little better in more light, is this true? I don't know about partially sighted but I know my boyfriend was given too much oxygen because of being born premature so his retinas were damaged. He has been mostly blind since he was several weeks old. Anyway he can see if a light comes on and tell where there is a light, and when a shadow goes over the light, etc etc etc, but not color and no shadows...
Also, would a partially sighted person as my character (who sees only severe blurs and little color), be able to see even less while wearing dark glasses? I'd assume so, but I can't be sure about that one
How sensitive IS sensitivitly to light (does it hurt/make things more blury, ect)? I know his sensitivity to light is very high, like if a light goes on when he doesn't expect it he won't get any light for several minutes, and his eyes will hurt.
Would a partially blind student be allowed to ride a normal school bus? yes, my boyfriend who is almost totally blind rides the normal school bus every day
