(March 4, 2022)—The American Foundation for the Blind (AFB) is relieved and heartened to learn that the Los Angeles Community College District has withdrawn its proposed, harmful petition to eliminate key provisions of the Americans with Disabilities Act (ADA) and Section 504 of the Rehabilitation Act. In Payan v. LACCD, blind students sued under the ADA and Section 504 because the textbooks, handouts, websites, and other technology they use at school are not accessible to them because they do not work properly with screen readers. The students proved their case, and the judge ordered LACCD to make changes to its technology.

AFB Applauds Justice Department Settlements Requiring COVID-19 Vaccination Processes to Be Accessible

AFB Statement on the Introduction of the Transformation to Competitive, Integrated Employment Act

WASHINGTON, D.C. (November 22, 2021)—On November 18, 2021, Sen. Bob Casey (D-PA) and Sen. Steve Daines (R-MT) introduced the Transformation to Competitive, Integrated Employment Act in the Senate as S. 3238. A similar bill was introduced in the House by Rep. Bobby Scott (D-VA) and Cathy McMorris Rodgers (R-WA) as HR. 2373. This legislation provides states, service providers, subminimum wage certificate holders, and other agencies with the resources to help workers with disabilities transition into competitive, integrated employment. It also requires that subminimum wages, currently allowed under Section 14(c) of the Fair Labor Standards Act, be phased out.

(May 10, 2021)—The American Foundation for the Blind (AFB) strongly supports efforts to expand voting rights for people with disabilities, including and especially people who are blind or have low vision. The Senate is currently considering the For the People Act (S.1), which would seek to improve voter registration, expand vote-by-mail and absentee voting systems, and enact other reforms that would remove barriers to voting. However, AFB stands in solidarity with the National Coalition for Accessible Voting in expressing concern about any effort that restricts blind and low vision voters’ access to an independent, private ballot.

AFB Applauds the U.S. Commission on Civil Rights' Report on Subminimum Wages

(September 22, 2020)—The American Foundation for the Blind applauds the U.S. Commission on Civil Rights' report on Subminimum Wages: Impacts on the Civil Rights of People with Disabilities and its call for an end to the Section 14(c) exemption to the minimum wage in the Fair Labor Standards Act of 1938. We believe that by allowing employers to pay lower wages to individuals on the basis of their disability, this 80-year old legal exception lowers expectations and perpetuates a system of discrimination that stymies individuals’ potential for fulfillment and self-sufficiency.

(August 19, 2019)—On Wednesday, August 14, the Department of Homeland Security (DHS) released a new regulation which expands the criteria under which DHS can deny applications for U.S. entry or green card status. Under this new regulation, referred to as “Public Charge,” applicants for legal permanent resident status will not be able to “depend on public resources to meet their needs.” This means that any immigrant who receives, or could be eligible for, programs such as Supplemental Nutrition Assistance Program (SNAP), most forms of Medicaid, Supplemental Security Income (SSI), housing vouchers, or rental assistance could be denied entry to the United States, permanent residency, or citizenship.

WASHINGTON, D.C. (November 12, 2018)—The Dallas Morning News reported in September that the Texas School Board is considering removing Helen Keller from its Grade 3 social studies curriculum. Helen Keller was the most influential person with a disability in the 20th century, having changed public perceptions of what it means to be blind, as well as the real, everyday lives of those living with vision loss. To remove her from the curriculum is to ignore a fundamental portion of our country’s history and to lose a golden opportunity to inspire and teach the next generation of Americans the value of inclusion and service, the power of diverse perspectives, and the importance of standing up for your beliefs. As president and CEO of the American Foundation for the Blind, where Keller worked for 44 years, I urge the Texas School Board to keep Keller in the curriculum when they vote on this and other issues this week.

AFB President & CEO, Carl Augusto, to Retire in Spring 2016

AFB Awarded $275,000 Grant from the National Endowment for the Humanities to Digitize the Helen Keller Archives
